Is FileIce a scam or not?

Recently I've been receiving a lot of questions from my friends and business partners...

"Is FileIce legitimate?"
"Could you please review FileIce?"

excuse me, but my surveys need to be changed somehow since most times it give me surveys already recorded to my ip so i cannot re-complete them. it is awfully annoying and only once had the offers changed when i refreshed out of the fifty times. even then it was an offer which required me to pay for something which i cannot so please help me download this file
